I could be biased due to bad past experiences, but what does anyone else see from this chart?

Her Mars near the Sun and opposition Jupiter and Uranus looks like a major factor in the chart. I sense the Mars op Jupiter can lead to someone being unkind. Also her Mars is in Gemini. From experience, this could be the ability to be very cutting in speech against others, probably good at making fun of other people. My brother has Mars in Gemini and always has a reply for everything. With your relative's prominent opposition - this person likes friction in relationships in general I think. Not the sort of person who likes a peaceful life, she'd get bored easily. Needs drama to thrive I think. Drama queen?

The power thing - her Pluto is in the first house, nearest to her ASC. Not overly close but maybe has some effect. Like power plays, need to be powerful.

Libra Asc.. every Libra Asc I know if the star of the show. They are extremely powerful socially. They know how to make everyone feel appreciated, heard, respected, and valued - that alone rakes in a lot of social capital. They'll remember details about you from years ago, making you think, "wow! This person really cares!" It builds loyalty, it creates respect, and Libra Asc's have a certain royalty to them.

Then the Cancer Venus.. this person really knows how to project sincerity! Some Libra Ascs suffer from people sensing the "fakeness" in their supposed care, but oh, this lady can really make you feel adored. You feel love emanating from her eyes sometimes. People who defend her probably think.. how can you not love her?! This must be infuriating to those (you) who can see through her facade. This aspect of her chart is particularly how people feel about her who don't really know her because that Venus is conjunct the MC, so she has this Church-going, child-loving, God-fearing, Saint-like projection to the community.

She's got a Scorpio Moon trine that Venus, so again - her sincerity seems unquestionable! You'd have to be really perceptive to see through her. But Scorpio Moons and Libra Ascs run hot and cold. So one minute you're on her good side, you'd do anything for her.. then the next minute when she feels slighted, you're iced out and the victim of her wrath. But it's done with such a masterful subtlety that anyone would start to question their sanity and perception of reality. "But she's an angel! Maybe I really am a jerk.. but I had a valid reason to do what I did? Hmmmm.."

Then the Libra Asc/Cancer Venus charm kicks back in and everyone is back under her spell.

Generally speaking.. if I want to be a stereotypical astrologer, I could say that:

Libra ASCs never forgive a social faux paux in which you've made them look bad
Cancer Venuses never forgive an instance in which you made them feel small/betrayed
Scorpio Moons are constantly analyzing the motivations of others, and feel baffled when you demonstrate unpredictability.

A rough cocktail if you don't always do what this lady wants.

An 8th House Sun.. yeah she's powerful all right. In friendly chatty Gemini at that. A total facade. Kinda scary when you think about it! This chart would be wonderful in the right hands and underhanded in the wrong ones, that's for sure.

Edit: I just spotted the Mercury Venus sextile. Probably a plus to her communication skills, comes across as lovely and charming initally. Gosh so many aspects, this is one powerful personality. Not sure how to interpret the Saturn Pluto conjunction in the first. I'd imagine that's a source of frustration. And she has a nice Jupiter Uranus conjunction in the second. Wonder if she's lucky financially.

I'm her little sister and I know her very well but she's seen me as a threat or like someone said above that she puts others down to make herself feel better. We have both experienced a difficult upbringing and I think it's insecurity from the Saturn in 1st that is projected. Shes also very good at putting on a sweet act like was mentioned as well, but her friends know she is someone not to mess with.

It's funny because I often relate human behaviour back to survival instinct situations - imagine if you were somehow in a life or death experience with this person - you would die. She's an alpha female.

I think that's why people forgive her personality a) because she projects it on to other people, or gives an good explanation as to why you should not like the people and how she is the innocent one b) her powerful personality brings admiration and protection. As well as the unique ability to make people feel good.

I have things in my chart which relate to problems with siblings and being sensitive, as well as difficult. But I've been seeking to understand why it's been so difficult with her, and looking at her chart as part of that process.

The venus square Pluto, because one is the chart ruler in 9th house and the other in first house, I can see why the square is expanded and illuminated and would explain her behaviour towards females, seeing them as a threat.

The 1st house Pluto isn't bad in itself, but the Saturn 1st I think displays such an inferiority complex that it can be enough to bully someone, if you weren't able to deal with it yourself.

I was going to ask about all the retrograde planets, if that meant a difficult early life which might result in a hard/ruthless streak and the ability to survive, and you answered that.
