For cups: This is showing an unstable relationship which we know. Do you feel he has a big ego? In that he would make you wait? This is also a trait f the seven of swords.
Two of swords: Yes he will reply to you but at a later date. I could be around the end of the month. I am still feeling this. He is also thinking of all the negativity as well. This card is ruled by air, so his emotions are fluctuating. He's still hurt thinking of the positives at first but now the negatives so that is why he is holding off. He does not want his heart to rule his thoughts.
Queen of cups: Not to worry this is not another woman. I feel this would be your feelings re M. You are thinking of all the positives in the relationship and maybe stressing over it in the hopes of him coming back. So it does look like he will he is just holding off. Hang in there

Knight of wands, wheel of fortune, justice, hanging man

Knight of wands: I see this card as one that is fleeting. There is nothing romantic about it. Just a fling with no feelings attached.
Wheel of fortune: this further states that there might have been an affair but he just saw her as an opportunity.
Justice/hanged man: He stayed with her for awhile knowing all the red flags associated with her just for the sake of being in a relationship. There are no feelings there whatsoever.

O.K. this is to add to the other reading I did for you re your fella😉

Wheel of fortune is showing that luck is with you and good things are coming your way. Whatever you get will be filled with passion.

Ace of wands shows something will definitely happen and is new in the horizon.

Nine of cups This is the wish card. He will be a man that will hold back just a little,awaiting got you to make the first move.

Knight of wands I don’t feel he would be a fire sign, just the energy around him. In your last reading, I got an earth sign, so dark haired/eyed perhaps a bit stocky,all the attributes of an earth sign. He could also be involved with finances. O.K. since this is the knight of wands this could just be a short lived affair full of passion. It is showing there might be a chance that it will not be long lasting.
