 I clarified it with the Strength card. This deck is my fairy deck. I'm including an img of it frm online.

She has her familiar  and the theme has many tree branches behind her.
IF he is, I feel he's able to be less direct by going through your friends/family FBs, then he looks low profile to you. Indirectly if possible. The strength card here would mean he's fighting the urge to contact you ~ keeping a 'safe distance'.

idk if he can view them via a non login op or not but he may be doing it to see when you'll be coming home and details around that.
More on the card, the bottom has a ribbon design  which reminds me of owl eyes or binoculars.  'safe distance watching'. As well she and her familiar have two watchers over her to each side above her head.

 We know cards aren't always right and any fork in the road with parties involved can change the final answer.

She'snumber 8 which is infinity too.
to me I always saw it as eyes though.

I feel C may torn. Feels one way but on the other hand feels another.
4 of swords could mean C may want a break from E time to retreat and really think about E and their feelings towards E.
Lastly with the high priestess I would say C may have deep feelings for E but doesn't know how to express them with the last two and/or needs time on how to express these feelings.

When I asked your Q "does he want to be friends?"
  I left that as a flat question w/o the other part because of the Moon ^. You got the Chariot. (yes) .. He likely would be your friend.

A last thought on the Chariot (Cancer), he might be more a crab in his nature, were you to be friends. So he's ready to armour himself and have boundaries. But with time he might venture out of that shell.
