Then I woke up. Strange. Although there was nothing in the dream to indicate that it was the devil or some other malevolent being, intuitively, I felt it was. December 21st is right around the corner. :/

It is almost always something.

This dream is about unconscious fears/anxieties and your reaction to these energies.

The darkness and the basement indicate the unconscious. The crowd of people and the public building indicate that this relates to the collective unconscious which is where the unconsciousness of the individual is connected to everyone else, to the whole. The screams and roars represent fears and anxieties residing within the collective unconscious. Whether they are real and legitimate or not, the fact that they emanate from the collective lends them an energy which can make them feel more serious and real. You open the door because your unconscious mind is telling you there is nothing to fear.

If you are concerned about 12/21/12, then this dream is a brilliant reflection of the unconscious nature of the fear/anxiety relating to it. Don't be afraid. Don't let the fears of others become yours. The Mayans were not predicting the end of the world. The 22nd will come right on schedule and all will be well.
