Greetings...Well, there are several approaches to that interesting question.
The Tarot is many things: a tool for meditation and Spiritual growth, a textbook of Ancient Wisdom, a conduit for the Intuition, a means of predicting possible Timelines. I think primarily it is a tool.
It has been said that "a picture is worth 10,000 words", and the Tarot is a book of 78 pictures... now doesn't that boggle the mind. If that didn't quite, imagine the various combinations of those 78 pictures in pairs, triplets and so on! Those figures would be staggering!! And certainly larger than my mathematically challenged brain can conceive. 
The power or "Being" behind the Tarot is the same Power that gives us Life. All things are ultimately from God. The Intuitions that we receive from meditation/contemplation of the Tarot may be unique to each of us... but are we not all one?
As I write this I begin to wonder if the Tarot is an outward picture or approximation of the Akashic Record. Hrmmm?!?
Eliphas Levi once had this to say about the Tarot: "The Tarot is a veritable oracle, and replies to all possible questions with precision and infallibility. A prisoner, with no other book than the Tarot, if he knew how to use it, could in a few years acquire a universal science, and would be able to speak on all subjects with unequalled learning and inexhaustible eloquence. The oracles of the Tarot give answers as exact as mathematics, and as measured as the harmonies of Nature. By the aid of these signs and their infinite combinations, it is possible to arrive at the natural and mathematical revelation of all secrets of Nature. The practical value of the Tarot is truly and above all marvelous."
I think that is a fair beginning on this subject and I hope it hepls a bit.
