Greetings...The easiest answer to that query is NO. Timing such as you request is NOT possible with Tarot cards. The caveat there is that if the reader is also highly 'psychic' they may get that type of information... but if they do, the information was seldom supplied by the cards alone.
Astrology is much more accurate in terms of timing, and that is entirely dependent upon the correct TIME of birth.
That having been said, there are indications in the Tarot that may show certain seasons, or perhaps even zodiacal signs or 'time periods'. For example: (in the Morgan-Greer deck) the 3 of Cups shows 3 sisters, who may be related to particular seasons by their coloring and also the fruits shown before them on the table.
The numbered cards (or pips) may relate to timing by virtue of their number. In other words that same 3 of Cups, depending upon the question might infer, 3 hours, 3 days, 3 weeks and so on... again, according to common sense and the nature of the question.
Some readers/authors have suggested that any Tarot spread is only good for about 3 -6 months. However, I have had readings where the things that I thought might come to pass fairly soon, took 2 years to mainifest.
But to say, you WILL be married when you are 23, is not, in my opinion specifically able to be predicted with Tarot alone. Again, the psychic function of the reader comes into play!
Next kettle of fish: the Free-Will of the querent! I think that about says it all!
