If a guys feelings for a girl are The Emperor does that mean he feels she is dominating or he wants to dominate her?
Or does he feel protective over her?

Depends. If you are not with him now, I see it often as someone not willing to budge/give in/keeping himself under control.
But as a partner, he may feel that he is "in control". He would be the dominant one.

I didn't know how to get any feelings out of this card but i agree with what you said on the not budging. That part seems very true in my case.
