How would you interpret temperance + king of cups(clarifying), as to why someone does not want to talk/communicate to you?

For me I always get temperance when i'm learning to control myself ... like if i've been obsessing about someone or thing and I make a conscious effort to stop. The first thing that came to mind was they think they are handling it more mature now and maybe talking to you would unsettle them ... I'm still new to interpreting cards so I may be off

There's no chemistry. He's being emotionally mature/introspective about it to recognize that things can't develop without chemistry.

If you had a relationship with him in the past, he has already made peace with that (you two no longer together) & moved on in that sense. He likes the calmth he currently has (especially if there was a lot of drama between you two in the past).
