No, it seems like while feelings are there, there is a lot of doubts and confusion about them as well (heart and cloud), nevertheless it might be that some connection will be made, but for now in a broader social setting (including facebook, garden often comes up for me as facebook) and in a more lighthearted way.

But that does not mean it cannot grow into something deeper.

The interaction is better face to face. When you're not meeting and he has time to think about it he's not sure what he wants. On the one hand he likes you (heart) but he's confused (clouds).
When you meet (Park) it seems to be better.

Then again it's important with the clouds to see where is the side of the dark clouds facing and where's the sun facing. In my cards it's usually cloudy side then sun.

So face to face interaction is better.

So, in this case when he is with me interacting he's really into me but when I'm not around or interacting via text he's confused . Ok I see

To me it seemed your interactions are better face to face. When he's not with you he's got conflicts, hesitation.
