Queen of Cups, Hermit, King of Cups

Does this mean the person is very affectionate, caring, empathetic etc towards their partner but restrains the expression of their feelings if someone's looking, doesn't talk much about the relationship to others, keeps it low key in general? Very spiritual kind of lover?

From The Hermit? And not the feelings but the expression of them.

Interesting, I guess I can see that. The hermit does like to hide and review.

Nonetheless...whoever this person is....I'd like to meet them. They sounds perfect for me

I think that person has their SO under their wing in some way. There's some kind of guidance. He/she wants as much one on one interaction as possible (if choosing between this and socializing with more people) and strives for a harmonious relationship.

Take this for what it's worth, my fathers birth card is the hermit card and I regularly draw the king of cups for him. In your last note about as much one on one with their SO describes him to a tee with my mother. He treats her like his best friend, only wants to be alone with her, do everything together but isn't very good at socializing/sharing her with others.

it used to annoy her that he wants to do everything with her but as the years grew on she has learned to love him for it. He does EVERYTHING she asked him to do....go to the grocery store, pick up this, pick up that. He still won't do the laundry but will help vacum. She just knows now not to invite him to social gatherings cause he will sit like bump on a log in the corner.

To me, it means they're not comfortable expressing it directly. Cups are and always will be the most passive to me. I think this person expresses their affection in a unique way that isn't obvious. They most likely have a spiritual / psychic connection with their partner so the other knows / intuits how they feel. They are the person who feels very deeply but does not know how to express such emotion appropriately (that's the feeling I get from The Hermit anyway. That love and affection are spiritual experiences with them. Other worldly. Something they know and feel but don't display.)

This person might be subliminal. This person might have been clouded in judgement by their emotions and has learned to reel themselves in and observe before speaking out on their feelings.
