Because primitive people were surrounded by animals. Animals have many more obvious variations then one's tribal or cave mates.
And alot more entertaining than the non mobile plants.

Only the Air signs are not represented by animals....too "airy" and it shows their ability to detach emotionally.

Virgo - The Virgin is human which is an animal.

Sag - the Archer is half human/half animal.

Libra/scales - I guess this is the only truly non human/animal sign...
