No, I don't think so. I haven't really felt it personally, though I know I've heard it's supposed to matter.

For me, I've got Mercury on the 2nd house cusp, and just about every time Mercury goes retro, my money becomes problematic. I've only noticed it the past few months - it's a real pain.
Maybe transits of your 2nd house ruler make a difference too.
