Pluto. Look at all those planets in scorpio plus its your chart ruler(asc in scorp). You are probably very powerful in your own way..

Quickie question:

How do you determine a chart ruler when the planets are different, scattered and less of a stellium? And is the chart ruler the same as the dominant planet?

The chart ruler is always the ruler of the Ascendant.

It's not always the same as the dominant planet, though, and there are many different ways to determine dominant planets. Generally, I just use Pullen's Chart delineation on Astro.com

I never met someone whos Sun/Venus/AC conjunct my Moon/Pluto lol. Like Amowls pointed out the Pullen Chart delineation is the best way but from looking at your chart theres no doubt Pluto/Scorpio must dominate your chart..

As a person that focuses mainly on aspects,

I would say that your dominant planet is Venus because it's in a cazimi (in the heart of the Sun) to your Sun. An object in cazimi to the Sun is a very dominant energy, it's like fused to the ego/self expression/vitality

also your Sun-Venus are rising with them in the 12th house conjunct your Ascendant, and so I would say that both Sun and Venus are your 2 most dominant planets.
