Apparently a planet rising is simmilar in meaning to the ruler of the ASC but takes more importance. It influences your physical apperance and sense of identity.

if within 2 degrees before the ASC or 6 degrees after the ASC.

the same for planet on MC - influences profession ect...

also look at planets conjunct the IC and DSC
(1 degree before and 2 degree after)
I never realized this before I always thought the ruler of ASC was the most important.
If you do not have a planet conjunct the ASC then the ruler of ASC becomes the most important.

With no planets there, less influence?
See which house the planet in 1st is on and relate to the 1st, yeah, more feature on the ruling house description than appearance/ personality. I guess the 1st ruler is more a permanent feature in the natal which shows physically. Aspects to 1st ruler should reflect different options with regards personality and appearance.

I know someone with Neptune conj Asc 0 degrees and sun conj Asc 2 degrees in 1st house Capricorn and Saturn conj Uranus in the 12th house.

He "lives" on the internet. It's very hard to unplug him. I don't know what it does for his physical appearance, though. What would a Neptune/Sun Capricorn person look like?

I know another person with Neptune conj Asc, too. "Watery" eyes, perhaps?

found this article: http://dearbrutus.com/angularity.html

"Planets conjunct the Ascendant symbolize a social ease, openness, candidness, straightforwardness – a way of laying all one’s cards on the table that cuts across the usual formalities and rituals which society imposes on casual relationships. These people have nothing to hide or apologize for, and nothing to fear or be ashamed of. They feel no need to ward other people off through such defenses as pride, irritation, brusqueness, preoccupation, etc. They are soft-spoken, yet firm and unyielding. They have a clear sense of personal space – their own and other peoples’ – which is in no way puffed up or stiff. They are calm and relaxed, with no need to prove themselves or allow other people to impose upon them. People with rising planets succeed by disarming others; they make direct eye contact and are frank and outspoken without being offensive. They manifest an intimacy which is neither warm, compassionate, nor sweet, but is genuine nonetheless. They immediately put themselves on a personal basis with other people by being pleasant and inviting of manner, and by dealing with others on a basis of equality; and yet they are fundamentally cold – always maintaining their distance and reserve."
