I read recently somewhere that when two planets or points are sign conjunct in synastry it is just as powerful as two planets or points being within orb conjunct of each other. For instance Male sun in late virgo and female ascendant is early virgo? Would this be as powerful as sun conjunct ascendant within an orb of 10 degrees?

No, the tighter the aspect, the more intense the aspect, and vice versa. Planets/angles being in the same sign does help in the compatibility, but it's still not as intense as a conjunction between them in a tight orb.
