If Rudra is prominent in one's natal, does its effect differ with the gender of the native?

Does Rudra only has the destruction side or otherwise?

Rudra's vibe is lesser than Siva, so can I say its influence on the native is weaker than Siva and thus only within 1 orb can it take effect and beyond 1 orb it won't affect the native (at all)?
