Ok this might seem really basic but I just wanted to clear it up...when I'm looking at a synastry chart with someone whom I don't know their birth time, I just enter 12 pm. So as far as reading the chart I won't be able to look at any aspects regarding houses or their angles(ASC,DSC,IC,MC) correct??

Yes, that's correct. Also, The Moon moves fast, so that if you set the birth time as noon, then the Moon can possibly be in any position from around 7 degrees before or after it's position in the chart (I guess that it's less than 7, but not sure).
