When talking about planets in your first house, does the one closest to the ascendant as the biggest impact?

i think so. the closer it is to the ASC degree, the more conjunct it becomes..which is obviously a strong aspect compared to a planet just being somewhere in the 1st house making no aspect to the ASC.

i also think that any planet making a close aspect to your ASC (despite being in a different house) has equal if not more impact than a non-aspected planet in the 1st.

Absolutely. In fact the qualities associated with that planet will over ride the sign in a person's ascendant. Planetary bodies are much stronger than house sign placements when it comes to the cardinal houses especially the ascendant. This is true in Synastry and Composite charts too. The influences are 1st, the planetary placement, 2nd the aspects they make to other planets, and 3rd the signs on the house cusps. In synastry the signs on the house cusps are usually irrelevent. Not always, but usually.
