I'll concede that I don't have a lot of knowledge about aspects to Uranus and how that manifests in a chart; however, I've examined Aquarian placements in the natal chart at length and it typically manifests when placed in moon, Venus or Mars as being shockingly constant, which is consistent with its fixed nature.

Going here and entering in Venus in Aquarius will generate a list of 3,810 people with this exact planetary placement: http://www.astrotheme.com/celebrites/criteres.php. Very, very few people on this list tend towards blatant promiscuity/pervesion; I've isolated the ones who do - Paris Hilton, Sharon Stone, Heidi Fleiss, Sienna Miller and R. Kelly. Three of those individuals have a Capricorn sun and four of them have Mars in either Pisces or Libra, just like the girl in the OP. Heidi Fleiss also has her midheaven in Scorpio, suggesting the potential for a career that involves the selling of sex. Morgan Fairchild is an example of an Aquarius sun/Venus who has been involved for over 25 years with no plans to marry - that is a more common expression of this Venusian placement.
