Note that houses are often counted from Ascendant (Lagna) as well as Chandra (Moon). For example:

ASC 26 Cancer, Moon 13 Libra (Western):

Subtract 23 degs:
ASC 2 Cancer, Moon 19 Virgo.

Cancer becomes the Lagna, and Cancer is the first house or "first from lagna." Even if a planet falls at 1 degree of Cancer it is still in the Lagna or 1st house because of the whole house system.

Virgo becomes "1st from Chandra" or 1st house from the moon. Even a planet preceding the Moon in Virgo (for example Mars in 10 degs Virgo) is still in "1st from Chandra."
