Moon is in an applying conjunction to saturn so yes.

For future reference: you should use regiomontanus houses and its best to give the astrologer as much background information as possible so they can assign house cusps correctly.

About the house system, Regiomontanus is the traditional house system for Horary Astrology. I have only done 3 Horary's within the last month where I remembered to use Regiomontanus and I noticed with each one that the 3rd House cusp moved enough to change that house into a different sign, thus changing the reading entirely.

Other than that, I have absolutely no history on why that house system is used.

As for the answer being yes, I agree so far that the answer is "Yes, he loves you."

There is the applying conjunction, plus my significator the Moon, is in Libra the exaltation of his significator Saturn. That shows some strong love right there.

Well since the question is "he", HE could be anyone. An astrologer might mistakenly assume that he is your spouse and assign him to the 7th, when you could be talking about your brother or something, and he would be represented by the ruler of the 3rd house.
