If someone has for example a 29 degree Libra Moon, would it pretty much count as a Scorpio Moon?

I have a 25 degree Scorpio ascendant, would that mean I have some slight Sagittarius traits as a 25 degree Scorp Sun would?

No.

If you have any such traits it's because of your progressed ASC which is undoubtably in Sagittarius.

While I was formally studying astrology, I asked the same question to my very experienced astrologer-teacher.

He said that a planet is the previous sign until it hits the 00 00' exact of the next sign. So they maintain separateness.

This however contradicts the concept of cusps in sun signs.

I still disagree with him.

I think that when you get down to perhaps a half a degree, and then perhaps there is some hint of the flavour for the first half degree as well, there is a wave of influence.

It won't impact like a conjunction between planets etc but will almost be like a leaking of colour that has 'bled' or perhaps vibrated from the defining outline.

That is for planets and objects other than the sun - I believe.

For the sun, the nature of it is quite different to the other astrological objects.

As a sun, I think we are the entire zodiac but just sort of focused in the sun position in the constellations at the time of birth. I think we are all signs led by the sun of birth and so we have dimishing emphasis of other signs all present in our sun nature.

These other sign emphases, become increased by the interplay of the other significant astrology in the horoscope.

Therefore, I think sun cusps have a greater impact and orb of influence than other planet to sign cusps.

Mainly due to the nature of the Sun within the solar system.

I have several planets at 29 degrees and I don't subscribe to the cusp theory.

The 29 Libra Moon is a Libra Moon

Your Asc, however, technically Scorpio, but your first house definitely has Sagittarian emphasis, but it's not your Asc, tho I wouldn't be surprised if you identify more with Sadge.
