when a planet is a handle of a bucket chart, the person tends to funnel the energy through that planet

in your case, you tend the energy through Mars which means that you may be very assertive,passionate in how you do things in your life

refers to the layout of the planets in your chart.

I have a locomotive layout with Mars at the helm & Neptune at the caboose. Wonder what that means???

It depends HEAVILY on how the Mars is aspected. If it is recieving trines etc and positive aspects Mars will dominant in a good way in your chart and positively channeled. If it recieves mainly bad aspects (oppositions, squares, or quincunx etc) it will be somewhat ineffectual, inferior and weak. Which may cause temper problems, lack of assertivity and positivity and energy. It could be like the 'bane of your life' in some way, or well-aspected will make you very martial and Mars will be one of the most dominant planets in your natal chart.

my bucket handle retrograde Saturn is very dominant in my chart. It's in a t-square. It has not soft aspects. It's even quincunx my Sun.

The Saturn traits in me are very strong.

like I said before, I am very serious and reserved

I had a lot of restriction and limitation when I was growing up. Both my parents were very strict in their own ways.
I grew up with a lot of structure and discipline.

I grew up with a lot of insecurity which has been a problem for me, and that manfifested into anxiety and depression.

I was in the US Navy, and that was filled with structure and discipline.
