ok, i know your sun gets influenced by the rest of your chart, but does your culture affect your suns characteristics too?

The culture you're raised in makes a huge difference, because the chart would have to be read against the norms of that society.
...You'd have to be familiar with that culture to be able to read a chart for someone raised in one different than yours.
