Yes. Depending on the age of the Libra their progressed Sun should be in trine aspect to the Venus in Pisces, and that is a very romantic aspect.

My sister is a Libra Sun, and her hubby is a Pisces Sun. And they work.
They where friends first, met in highschool, dated about 4 years, lived together got married in May.
I have no Idea what her husband's chart is though.
