Libra ASC. is always a good sign, its the sign of partnerships. I'm not sure about Neptune in the 5th house though, its could equate to delusions about your love life like when is giving more than the other, etc.

How is a meeting chart made? Is it the first time you are introduced to one another by a third party/yourselves? Or when you actually sit and talk to each other?

Not really sure....I'm sure it has to be when you actually meet regardless if you're introduced or on your own. In this case, I met him on my own and had a 3 hr conversation w him lol
