Moon in Leo, which gives Taurus Sun, I would rule out Libra rising, so what's left is Scorp, Sadge, Cap. Looking over his face it has this bubbling over under the surface that I've noticed in a lot of Sadge influenced peeps, so...

My guess is Taurus sun. He looks very much like someone I know who's a Taurus sun (with Aqua moon, Cancer Mars). The ASC I don't know.

We are discussing your fathers astrology. His 11th house as house 11 is all to do with astrology. House ruler 1 is MOON and house ruler 11 is VENUS.
Venus is appplying quincunx to Moon, while full Mooon is seperating quincunx to natal Venus. Add appyling quincunx (150) to seperating quincunx (-150) and you get an exact aspect.

As we are also discussing him on the internet, you look at his house 1 and 9 (internet) rulers. If you take the Moon as being new still, you get the same aspect that cancels each other out. Neptune to Moon and Moon to Neptune.
