If it is talking about projection in the sense of projecting those qualities you do not associate with yourself onto someone else. Then that would be my understanding. As you succintly said, "Once of course they acknowledge their own power they will no longer need to seek it in the outside world."
This theory therefore suggests that with every opposition in your chart, you start off only associating with one of those planets. Take your Moon - Mars example, you associate with your moon - emotional nature but don't see yourself as capable of asserting yourself - Mars. Therefore you look to people in the world who form the same opposition with their Mars to your Moon. Part of this attraction is that because your Mars's are Conjunct, you feel that this person acts and asserts themself in an extremely similar manner to how you would. The only problem is that you haven't yet realized that this is how your Mars would express itself if you connected with it.
So by living out oppositions in your relationships, platonic - romantic, you learn to understand and these parts of yourself you previously diassociated yourself from. It is not impossible to learn and integrate them by yourself, its just more natural to learn from others because of our aversion to certain aspects of ourselves.
I have a fair number of oppositions myself and a lot of squares, so I have a lot of self discovery within my chart.
