The eclipse took place in my 7th house, but can you also see its affects in house that sign rules? I did, just never thought of it that way, its not even in an aspect to it.

Because it's not coherent
The house "that sign" rules is the house in question (7th in your case), except for those signs that have double rulership - Venus for Libra and Taurus, Mercury for Virgo and Gemini.
