Technically, yes. There is plenty of technology that allows for online interpretative tools.
BUT what is not possible (or rather not indicated) is to have predictive interpretations online. Why? Because like with tarot reading, different astrologers will emphasize different parts of your horary chart in order to answer the horary question.
Speculations can be posted online the way some websites offer automatic tarot readings but how successful are these readings anyway.
The other thing is horary interpretation takes into account so many factors, and there are so many rules, it would be hard to pinpoint everything and consolidate it automatically into a meaningful interpretation. But as I said the technology is not the problem here.
