Should you pay much attention to this? Houses 1-6 are below the horizon meaning they are passive and weak. Houses 7-12 are above the horizon are stronger and have more of an external influence. How significant is this?

H8 is not a strong house. 9,10,11 are.
H1 is a strong house, but H6 isn't.

There's a lot of variation. If someone has a lot of planets above the horizon in their chart, that does not equate to being a strong person. If that planet in the 10th is Pluto and in opposition to the Sun in the 4th, for example, that would indicate weakness.
Aspects matter, as well as sign / house placements.
