If someone's venus in scorpio was directly on anothers juno/pluto conjunction in scorpio how would this play out? In a romantic context is the pluto/juno person in control here or is venus?

Juno, the sign of marriage conjunct the sign of power and transformation in the synastry. I think that might represent a powerful or trans formative marriage.

I've seen this so many times in synastry but no one seems to know what exactly it means...anyone any ideas on how the venus person would see the other??
