Application by trine or sextile is very promising, especially when there is reception between the planets. If there is no applying aspect between the two, translation or collection of light can achieve the same result and often symbolises the assistance of a third party (more so when the Moon is in the 10th house).

for horary. it's saying most likely in relationship horary if there is no applying aspect between the two significators, another planet making an aspect first means another person (the other planet) is coming between you and him.

for example

you:
taurus asc, venus in pisces 14

him:
mars in libra 7

other person:
mercury in libra 6
