I would think Pluto transiting the natal moon is a LOT more intense than moon transiting natal Pluto...the former can happen once in a lifetime, the latter happens frequently.

Moon transiting Pluto might make you feel deep, vulnerable, and frazzled for a few hours. Pluto on the moon might make you transform you life or go insane? Just guessing.

not really all transits act as background influences until they make an aspect to a planet or Angle ie: Asc/MC

So t Moon is very quick and fleeting onto Pluto would set off *pluto's aspects*

T Pluto conj natal moon would set off *moon's aspects*
