If two people have bad Saturn aspects in synastry like oppositions and squares to Venus, mars but have good aspects between Chiron and Venus/moon/Juno what is stronger, what causes more problems?

Saturn is bad only if the couple age is under 29. Otherwise is very good. A teacher.

Saturn aspects are very challenging in synastry, but they are also very binding.

There may be frustration, delays, distance, cold feelings, and other not so joyful things related to this connection - it is highly probable.

Easy aspects to Chiron may help smooth the rough angles, but ultimately the "fate" of the relationship depends on the maturity level of both individuals and the connection they have to their own natal Saturn and Chiron. If Saturn is afflicted in the natal then it may be more difficult to deal with such energies. It takes time and patience to truly see the results of a Saturn connection.

Good luck!
