I have a question about what I should consider my chart ruler. I have a Sagittarius ascendant, with Neptune within a 1* orb conjunction on the 1st house side.
Would Neptune be considered my chart ruler instead of Jupiter? Or both?
Jupiter is in my tenth house, 1* conjunct Mars, and my MC has Pluto 3* conjunct on the 10th house side and Saturn 3* conjunct on the 9th house side. But I am not feeling the 10th at all-no desire to hold authority, I sort of eschew the notion that I must develop a career. And I just had my first Saturn Return.
Can Neptune on the ascendant make life feel more fated and less activated?
I'm just so fascinated by this aspect in my chart and I would like to know what others think, maybe it will finally quell my curiosity.

Chart ruler is a planet that rules your rising sign,in your case it is Jupiter,and nothing else.
Of course,Nep affects you,however in a different manner that Jupiter,it could be that your placid manner is caused by Nep,but it is Jup that gives sense of direction,and fated feeling = there is something out there just for you .

You are certainly going to feel the Pisces influence given that Neptune is 1 degree from the ascendant and you may likely feel it much more than your Jupiter influence. It also depends on the condition of Jupiter and the aspects.

For example I have mars conjunct the ascendant in my 12th house of Capricorn so in that case Mars is my chart ruler rather than Saturn especially since my Saturn does not like being in Cancer
