Ok so if you had your moon in a sign at 0.39 degrees, would you portray any traits of the previous sign? Who believes in cusps? I know someone with this placement and they show a LOT of traits of the previous sign. (Taurus into Gemini)

I wholeheartedly believe in cusps. All the cusp people I know manifest the qualities of both signs, so that they are actually a separate, "hybrid" sign, if you will.

I have a long-time friend born March 20. I remember trying to convince her when we were in high school, that she is EITHER Aries or Pisces, she couldn't be both. She was adamant (typical for that cusp!) that she was both, and blithely ignored me.

She really is both.

My one son's moon is on that cusp, and I also think I see it with him, even though he's young. It's an ethereal-yet-stubborn thing.

Yes I know someone on a Pisces/Aries cusp too, come to think of it they also portray signs of both. I keep getting differing opinions but I think I believe in cusps now too.

I also read Gary Goldschneider's astrology books. He is really convincing on the cusp issue, if that matters. I know some people here think he is too much a pop astrologer, but I could never go back to non-cusping after reading him.

Like, a Gemini born near the Cancer Cusp will be very cancerian and much more mellow and mysterious than a Taurus-Gemini, who will be very smart, talk a lot, and typically have peculiar fear issues that don't plague your average Taurus or Gemini.

But I don't want to force the issue, just offering this up for consideration...

I don't believe in cusps. I would think the Ascendant is calculated incorrectly. Sometimes recorded birth times aren't as accurate as we'd like to believe. It is possible that he/she has the Moon at 29deg of the previous sign.

Yes cusps do apply, but I think it is more evident if say you are at 29 degrees of a sign and you show qualities of the following sign.but it can also work being early degrees of a sign and showing qualities of the previous.

Negative.
If someone shows qualities of the neighboring sign then look for that sign elsewhere in the chart, its ruling planet being strongly aspected to a personal planet or angle. Or a planet in that sign strongly aspecting a personal planet or angle. Possibly even a pileup in that signs associated house. Sun and Moon by house placement will carry the strongest aspects of the associated house. Next up are stelliums in a house.
This is if the tob is correct.

^ Respectfully, I can't fathom this. How does a sign modulate from one decan to the next and abruptly stop modulating from one sign to the next?

I see it as a rainbow, a constant blending of energy from day to day. I even think of the tenth degree of a sign as a sort of "cusp" between the first two decans, and would read it that way. My theory...and I might be totally wrong about this ...is that the Sabian symbols and other readings based on degree take all sorts of things into account, including how the previous and following degrees manifest themselves.

Sorry if that sounds too speculative or irrelevant. The cusp issue is one of my favorite topics in astrology, along with the nodal axis, so I can "overthink" here.
