Aqua rising ... now I know both Uranus and Saturn are ruling Aqua but Saturn is a co-ruler ... I have Saturn in the 12th conjuncting the ASC ( 9 degrees )
so is it Saturn or Uranus ?

Both. The chart ruler just refers to the ruler of your ascendant, it doesn't actually mean the strongest planet (although being the chart ruler does make the planet stronger).

aha I have venus as the strongest planet ... so does that mean I take any aspects involving venus more seriously than other aspects ?
