It is not easily answered, at least not with a "Yes" or "no."
Think about what the 8th house is.
Fixed water house in the relationship quadrant.
So the core meaning must have something to do with lasting/ committed emotional relationships (at least your approach to them). The effects of these connections will be lasting, even if the relationship itself may not always be.
So, in this sense, yes if your 8th house rulers are conjunct, it means that your needs and approaches to sexual intimacy and commitment merge, they are - generally- speaking the same since the 8th house rulers are in the same sign (of course speaking more individually, it can still be different, considering one party has 8th house ruler conjunct Uranus mand the other has 8th house ruler conjunct Saturn - difficut).
But no matter what the difficulties, yes 8th house ruler conjunct each other will touch you deep inside your soul. So that was the "Yes"-part.
Now comes the "Yes but" part.
Yes, soul to soul.
BUT how you react to this soul to soul meeting, can be quite different.
And how you welcome it often decides if you experience it as attraction or repulsion.
If my 8th house ruler is conjunct your 8th house ruler and at the same time square your Saturn, then you definitely would have an entry into my soul, but you also bring your Saturn there, in a square. I might feel constantly under observation, criticized and eventually rejected.
This scenario would make it more likely that despite a soul-to-soul-connection it would trigger a lot of anxiety, maybe emotional pain (oh all these memories of long ago, all the rejection scenarios would come rushing to the foreground again, all complexes awoken painfully - all water houses deal with subconscious or karmic matters, so all can pull these complexes to the surface, of course it is needed to heal them, but the process can be well painful).
On the other hand, a man`s 8th house ruler could be conjunct a woman`s 8th house ruler and Venus.
He might go totally gaga over her, feeling like she is the passion of his life, totally compelled and mesmerized by her feminity and intensity (she would of course have 8th house ruler ocnjunct Venus natally). She would be like a seductress to him and he would gladly surrender and the sex could be pretty spectacular and intense (given that neither has "spoilsport" aspects to this 8th house ruler).
Another thing I noticed is this.
You can have the most intense wonderful 8th house ruler connections, if there are NO strong aspects to the 5th or 7th house rulers, it usually does not translate into a romantic attraction or rather relationship.
It is almost like you have to go first thruogh the slightly more "surface-attraction" of the 5th house or the relationship-ideal of the 7th house, before cyou can dare to cross the threshold into the depth of the 8th house.
In the worst case scenario an isolated overwhelming 8th house connection (usually only to ONE person`s 8th house) can lead to a hard to control compulsion. It is certainly not the norm, but I remember having analyzed the chart of a stalker who killed the object of his affection, and what was very noteable was the dominance of his 8th house connection. It was overwhelming, and in this case clearly totally got out of hand.
Of course, as I said, this is not the norm.
But whenever I see a SOLE strong 8th house (without Sun/Moon, Venus-connections, 5th or 7th house connections) I hear a loud alarm inside my head (especially if these 8th house connections are accompanied by harsh Mars, Saturn, uranus, Neptune, Pluto).
On the other hand the aspects between 8th house and Pluto or Venus, and especially 8th house and 5th house, and 8th house and 7th house, seemed to pop up very frequently in relationships that have been considered "grand passion". (this often included the square as well)

Hmm, could be.
Maybe you would like them because of their money.
But I don`t really put that much weight of the money-aspect of the 2nd house in synastry (Though it is part of the symbolism); for me the 2nd house is more important in terms of VALUES, SELFESTEEM and it is also a house that has much to do with your identity, espcially in a physical way. It is the polar one to the 8th house, which is about relating sexually, among other things, and the 2nd house shows how also, how you give yourself as a sexual being.
Of course it also has to do with security, and making things manifest in the real world.
