It's a question about a relationship and it turned out that the Asc is Aries with Taurus intercepted, meanwhile the 7th house cusp is Libra with Scorpio intercepted. So, what do you make of mutual reception in this case? And do you ignore the intercepted signs as rulers since they are cancelled out via the interception?

Why don't you post the chart? Interceptions mean interferences most of the time. You take into account the rulers of Asc and DC, not the ones of the intercepted signs. Are there any planets in the intercepted signs? They can point to the people interfering between you two.
