It's always aspects by orbits/degrees ... so when can we actually take into consideration aspects by signs ?

Probably every astrologer might give you a different answer to that.

I consider planets in same sign, if not in orb for conjunction, when I am doing an elemental analysis (natally and synastrically) and when I am comparing the natal constellations of Venus and Moon.

For example:
if two people have Moon in Capricorn, they might have some similiarities and needs, even if their Moons are not conjunct.
