what system do they use and why do they choose to go with that? i mean when they say aqua rules taurus' career or tenth and so and so.. that's like they're reading the rising right? but y do they choose to publish them that way?

They are using the Solar-chart. This means they use the sign of your sun as your 1st (solar) house, and using equal signs, Aquarius would be in TAurus 10th house - and 10th house is traditionally associated with career/ status/ public image etc.
