Are they still felt?

If someone's Venus is at 29 Libra and their partner's SN is at 0' Scorpio... would this still feel like a Venus/SN conj?

The sign seems very important when it comes to the Nodes, so I'm not sure whether to count this aspect.

I'd say no since NN is a point,,unlike planet which comes with its own disposable energy.
Still,numbers count,and a lot,otherwise we'd use Ptolemic system of orbing. Awfully close,you'd have to tell us whether it works

I'd say it's significant. Venus is going to have an effect on the node because its only 1 degree away, the sign difference will just modify the expression. Libra is a softer energy than scorpio, it might try to negotiate stuff with the node person, if it was in scorpio...the effect would be more intense, more direct, less forgiving.
