I have a question about progressed charts. If your rising changes, and your signs in other planets change, does that mean you're like a different person than you used to be, and the natal chart reading doesn't hold true anymore? Does synastry change now?

When the ASC or Sun Sign changes in the Progressed chart your outlook changes but you are still the same person.

I notice the most drastic changes when my P. Moon changes signs. Right now its in Capricorn and I have a natal Pisces Moon. I'm much more practical and materialistic yet I feel satisfied with simple things whereas when it was in Sag I had this underlying wanderlust and I just wanted to get out and do things...

I'm going to say no. Progressions add to it, or seem like a layer on top. The natal sign would be like the core/main piece.
