is having (Neptune Conjunct Uranus Capricorn in 1st House)
different than having these aspects in Retrograde motion also in the 1st house

I have this aspect in R.
would my appearance 1st House still be affected by these retro Planets.?

No because many people have retro outer planets.
Unless your think Capricorn risers in your entire age group are is flawed in some way
