if Uranus is cnj the Ascendant or within the 1st house as well, that person may exhibit more of an Aquarian nature... than even some Aqua Suns. likewise, if they are Uranus dominant - they may also feature greater Aquarian characteristics. But, an Aquarius Sun will be more Aquarian as well if they have Sun conjunct Uranus or in the 11th house. Mercury in aspect to Uranus or within the 11th house, or touching the Ascendant or Sun can also trigger more Uranian/Aquarian enrgy -

(This doesn't take into account Aquarians who are Saturnian, of course).

If it is merely the Ascendant in Aquarius and Uranus is not dominant - they will not be the same as (equal to) an Aquarius Sun...

There are a lot of factors which could make two people with those features very similar or very different. Generally speaking (comparing Aquarius ASC and Aquarius Sun without looking at the rest of a chart) they will share a similar energy, but the authenticity of that energy will be stronger with Aquarius Sun.

The difference is essentially between a person who identifies with grizzly bears so much that they look and act like one VS an actual grizzly bear. It's not that the person who acts like a bear is being fake, they just naturally exude a grizzly bear vibe.

The Aquarius ASC is going to express their self in an Aquarian way, but the Aquarius Sun is Aquarian in their core.

Something else to consider is the fact that the Sun is a single planet, complete in its self. Though the ASC is generally singled out, its energy is always related to whatever signs show up at the major angles (Leo DSC, Taurus IC, and Scorpio MC for example). Where planets manifest as unique parts of a person's nature, the angles manifest more as how we apply our unique nature to certain areas of our lives.
