With my Aqua Sun, Moon, and Mercury in the 12th, I've found the opposite is the case for me.

I share the 12th house with two signs when using the Placidus system, Virgo and Libra. I find that I definitely suppress Virgo, the sign on the 12th cusp, but not Libra at all and the Libra planets are close to the ascendant but still in house 12. The Virgo sun is also trine Saturn which is another inhibiting factor. Jupiter, for instance, emits energy but since it's in house 12, I am not comfortable with the attention I receive having a planet that's approaching the ascending degree within a 0 degree orb. It makes me feel weird and nervous and the attention isn't always the type I want or is productive in my life. Sometimes it is blatant disrespect. I get to the point I just tune everyone out and completely ignore them, shutting down, which is another 12th house thing.
