Is everything intensified by the fourth house?

My mom has Neptune in the fourth house and only one hard aspect related to Neptune, and her addictions had been a serious problem for her most of her life, so I'm wondering what kind of power the Fourth house really holds.

Does IC have a lot to do with it?

Also! What if you have nothing in the fourth house?
From what I've been noticing, the fourth house seems really noticeable.

4th house is the lunar house of Cancer traditionally -

Neptune belongs in the 12th, naturally Pisces - as do addictions and afflictions of the mind. (And to some degree metaphysical the spiritual) - and a little bit of each extreme from the previous signs/houses.

Having 4h Neptune doesn't indicate addictions, though it may signal sensitivities.

What sign is on her 4th house cusp, where is Pisces in her chart (what does Neptune rule), what aspects does it make...

The angles are all important, but so are their rulers... what planet rules your IC and what aspect it makes and what else falls into that house or conjuncts the IC node - are all important matters -

You can determine things like family values, maternal relations/drive, early youth, and disposition towards aging and elderly, the future home, and matters of home/real estate - by looking to the sign and planet in rule of the 4th house.

You need to fill in some info here to determine why she may have that disease/issue, and so we can figure out what role her 4th house plays in her chart. ^^

When you speak of intensity, I think Scorpio, excessive(ness) goes to Sagittarius and Pisces...

ftr - I have Jupiter conjunct Neptune in Sagittarius conjunct Mercury in Capricorn - all 4th house. I've had one very short lived addiction in my life. And, have not gone back. Neptune rules my Descendant. I've found having it closed in by Mercury and Jupiter seems to make the negative influences that can be triggered by many things (ugh transits), is softened and usually easily directed into healthy outlets because of the combination. Subdued Neptune - may be leaps and leagues easier to handle/different than singleton or hard aspected Neptune... Essentially I have both rulers of the sign Pisces together, and both rulers of the sign Scorpio together - I can be intense... but I do not indulge as much as those with a more complicated aspect/rulership.

Bottom line - yes IC is important - but no, 4h doesn't equal addictions - and we "need more input!" (Johnny 5 reference! lol *oldbird*) haha

I've got Uranus, Neptune, and Saturn all in the 4th (Capricorn). My IC is in Sagittarius.

I don't really see the Sag influence at all, but I can easily identify the planetary influences.
1.) Uranus - my home life as a kid was very unstable. My mother was very erratic and - while fun - not very dependable.
2.) Neptune - Family history was more hot air than reality. No matter how miserable "home" was, I always look at it with rose-colored glasses.
3.) Saturn - My father was absent, and my family suffered a lot of financial troubles as a kid. There was always a need to make do with less. The only male figures I had growing up (my grandfather and my uncle) were both very strict, very stern, and very conservative.
