okay, i know that ascendant determines how you are determined physically, but would the ruler and which house it's located in have an effect?

Taurus Rising, Venus in Sagittarius in 8th house.

Would that give me taurus, sag and scorpio traits.

We are two days apart random, I know

And well, I am typically Scorpio due to my Scorpio ASC/Sun... but are would think you are of a fair build, warm, welcoming, but have some characteristics that are unique.
Scorp --- Piercing eyes
Taurus --- Very sturdy build
Sag --- That I'm not sure about let me check for you.
