We're the exact opposite...I'm Pisces rising, Virgo DSC. I also experience attracting men that are more like my rising than my descendant. They're always sort of loosey-goosey, big dreams, but no practical way or plan for achieving them sort of people. That being said, 7H refers to all sorts of partnerships, and not just a marital/romantic one. Business partnerships, negotiations, contracts all fall in here too, and you could even say that your relationship with society as a whole is a sort of cooperative partnership.
7H teaches us what it is that would balance out all of our ascendant's positives/negatives so that we can achieve success in our partnerships. If you're the type of person who considers "marriage" or "legal partnerships" a success, then yeah your DSC sign might show what sort of guy/girl you should look for to enter into a marriage with. I might be more liberal about this than most, but I think "marriage" as a partnership is much more about a legal union than love or romance in 7H, so I don't tend to place any weight in 7H sign being the sign of someone you would typically fall in love with (what most people think of when they think "marriage"). I actually look at 8H cusp for the people who would make us fall head over heels passionately in love, and 2H cusp as people our romantic personalities would totally butt heads with.
If you're a girl, I might also look at the sign your Mars is in to see what sorts of traits in others you attract...for a guy, where Venus is. I know typically the Mars/Venus placements are what you seek in a partner, so I'm interested to know what people think of this theory because it's just based on a handful of charts I've looked at (mine being one of them, and I've also got Mars in Pisces).
